omg omg omg I finally figured out what fear looks like.I just realized it and I've been wondering for so long.That is why my feat in my dream didn't have a face.It isn't a fringhtened child nor a horrible monster.It's nothing.It's no one.Yet it burns and freezes like no other fire and ice.Fear.Strangest feeling on earth.Perhaps even stronger than love becasue the lust to live is stronger than the acual lust.

What sorts of effects do you use (for the static-y things, and...h..ow on earth did you make Gus' hair in this picture? And the texture...)?

I used one of the default Watercolor textures in SAI, and I think I also added a noise filter in PS. As for Gus's hair, I mainly crosshatched the strands/groups of strands!
